Oakbrook Terrace, Ill. — Professional Service Industries, Inc. (PSI), an independent engineering and testing firm with approximately $260 million in annual revenues, acquired Cobblestone Engineering, Inc. (CEI). This acquisition closed and is effective June 2, 2014.
CEI is a Texas Corporation founded in Harlingen, Texas, in 1994 with more than $500,000 in annual revenues providing geotechnical engineering, drilling services, environmental consulting and construction materials testing services. CEI has a diverse client base including government, TXDoT, commercial, industrial, civil, utility, petrochemical, waste management and civil projects in the Rio Grande Valley, Central, and South Texas areas. Importantly, the combination of PSI’s existing Harlingen office with CEI makes this one of the largest engineering, testing and inspection firms of its type in the Rio Grande Valley of Texas.
Ralph O’Quinn, P.E., who originally founded CEI, will continue with PSI in a Chief Engineer role. O’Quinn is the past Chairman of the Texas Section of ASCE (Geotechnical), a Chief Examiner for the American Concrete Institute (ACI) – South Texas Chapter, and most recently served as the President of the State of Texas Section ASCE from 2011 to 2012. All other CEI staff are expected to continue with PSI.
