George Y. Karmo, P.E., was appointed president of Detroit-based Tucker, Young, Jackson, Tull, Inc., as part of a reorganization plan that includes the phased retirement of former President Paul Tucker, Jr., one of the founders of the firm. Karmo has 30 years of engineering experience, including design, construction, and business development in the areas of water, wastewater, environmental management, and infrastructure.
Michael T.Angeline, P.L.S., a professional land surveyor with Maser Consulting, P.A., Red Bank, N.J., was appointed by New Jersey Governor James McGreevey to the State Board of Professional Engineers and Land Surveyors. Angeline has more than 40 years of experience in land surveying, and founded Maser's surveying department.

Following the retirement of Robert J. Zuelsdorf, chairman and CEO of Columbia, S.C.-based Wilbur Smith Associates (WSA), the firm promoted M. Stevenson Smith, P.E., senior vice president of corporate studies and planning, to the position of chairman of the board and CEO. WSA also announced that Hollis A. Walker, Jr.,P.E., was named president of the firm. Prior to joining WSA, Walker was executive vice president for Arcadis. Three project engineers at Driesenga & Associates, Holland, Mich., were approved for licensure as professional engineers. The three are Stephanie Wade, Pete Siglow, and Rebecca Page. In addition, Brian Sinnott received his engineer-in-training designation.

Harvey Parker, Ph.D., P.E. , a Seattle-based consulting civil engineer, was elected in Singapore to a three-year term as president of the International Tunneling ssociation. Parker has consulted on underground projects in more than 15 countries, including transit projects in 12 cities and more than 150 railroad tunnels. Clearwater, Fla.-based TBE Group recently announced three appointments.

E. Peter Nikolov, P.E. , was appointed vice president. He currently is TBE's transportation division leader. R. Mark Pitchford, PSM, also was appointed a vice president. Pitchford currently is the Southern regional manager for TBE's utilities division. John D. Graves, P.E., was promoted from assistant director to director and Central Florida regional manager in the firm's construction management services division.

Todd McLeod recently joined West Palm Beach, Fla.-based Legg & Associates, Inc., as a project engineer in the firm's Palm Beach office. He will be involved in private and public land development projects in the Palm Beach and Treasure Coast regions.
